Rebellious suburban Philly residents take a novel legal approach to thwart a sewer system sale

Opponents of the $115 million sale of a Montgomery County sewer system are rewriting their town's charter to ban the transfer of assets to private owners.

Towamencin Township residents opposed to the sale of the town's sewer system sign petitions in August for a ballot measure to change the town's charter to prohibit the sale. The ballot measure passed in November with 61% of the vote, and the group's seven candidates were elected to a commission to draft a proposed home rule charter.
