An Inquirer analysis of 170 arbitration outcomes of alleged Philadelphia police misconduct shows that the Fraternal Order of Police has successfully reversed or reduced department-imposed discipline more than two-thirds of the time. Records of these cases, which are typically confidential, were obtained by The Inquirer through a Right-to-Know request and date from 2011 to 2019.
