After President Joe Biden gave his first speech to Congress as president on April 28, Sen. Tim Scott of South Carolina delivered the customary response for the opposition party. Scott, the only Black Republican in the Senate, declared to viewers: “America is not a racist country.” Darrin Bell, a cartoonist for King Features Syndicate, offers a different viewpoint drawing from the racial makeup of the U.S. Senate itself.
