PICA hires L&I Commissioner Fran Burns to run agency

The city's fiscal watchdog, the Pennsylvania Intergovernmental Cooperation Authority, today appointed Licenses and Inspections Commissioner Fran Burns as their new executive director.
The PICA board approved the appointment, which came after a months long search. Previous executive director Uri Monson left the post earlier this year to become the chief financial officer for Montgomery County.
Given the city's ongoing financial struggles, Burns steps into a tough gig. After she was approved, board member Greg Rost shook her hand amid applause and joked: "This is the high point."
Burns, 36, has served as L&I Commissioner for almost four years. Prior to that she worked for L&I, the managing director's office and the budget office. She also held a staff position with PICA.
