Man, 20, fatally shot in Kensington is second murder victim in two hours

A man shot three times in the city's Kensington section became the city's second homicide of the night Wednesday.
About two hours after a man was slain on the other side of the city in Kingsessing, police were called to Emerald and Hazzard streets in the heart of Kensington at 9:39 p.m. There, they found Justin Anthony Carter, 20, of Moore Street near 22nd in South Philadelphia, lying on the sidewalk suffering from three gunshot wounds to his back and the left side of his torso, Chief Inspector Scott Small said.
Police took Carter to Temple University Hospital, but he died there about 20 minutes later, Small said.
Small said investigators did not find any ballistic evidence at the scene, other than a strike mark on a car parked on Emerald Street. A small pool of blood stained the pavement where Carter fell.
A silver Chevrolet Impala occupied by four people, one of whom police believe was the shooter, fled the scene north on Emerald then west on Oakdale, Small said. Police were still searching for that vehicle late Wednesday night.
Police were unsure what led to the shooting, which was the city's 181st homicide of the year, compared with 255 as of this date last year.
Small said investigators were checking area surveillance cameras and interviewing several witnesses to the shooting at the Homicide Unit.
