Retired Law Library director charged with misusing funds

Bruce Piscadlo, who retired last year as Montco Law Library director, is charged with buying personal computer equipment on the county's dime.

Montgomery County detectives have made another arrest in connection with alleged misappropriation of funds from the county Law Library.  Bruce Piscadlo, who was director of the Law Library when the alleged theft occurred, was arrested Tuesday morning and released on $20,000 bond.

An audit of the library this summer uncovered misuse of taxpayer funds totaling over $30,000, according to county Controller Stewart Greenleaf.  The District Attorney's office said employees, including Piscadlo, used taxpayer funds to buy computers, books and other items for themselves and their families.

Detectives recently found a county-purchased touch-screen computer, printer and other equipment at Piscadlo's house, more than 8 months after he retired, according to the D.A.'s office.  Piscadlo's purchases allegedly cost taxpayers $4,830.

In June, library clerk Barbara Melnyk was charged with buying more than $2,500 worth of textbooks for her daughter.  Her trial is scheduled to start in September.  According to the D.A.'s office, Piscadlo conspired with Melnyk to purchase the books in lieu of a salary increase.

A preliminary hearing for Piscadlo is scheduled for Aug. 30 before Magisterial District Judge Margaret Hunsicker.
