PHL Local Gaming L.L.C., one of six groups bidding for Philadelphia's second casino license, has appointed five new directors to its board of managers. Joseph G. Procacci, chief executive officer, will serve as chair. He also serves as CEO of Procacci Bros. Sales Corp., a wholesale produce company.

Directors include John P. Burke, former executive vice president and chief financial officer of Trump Entertainment Resorts; Joseph Canfora, president of PHL Local Gaming, who served as founder and chief executive officer of Merit Management Group development and gaming management company in the United States and Latin America; Bennett Lomax, a financial-services and investment-management specialist and chief executive officer of the Lomax Cos., a private investment firm; Mark Sterbens, vice president/regional manager of Herbst Gaming Inc.; and Craig F. Sullivan, president of Sullivan + Associates, a national hospitality and gaming-consulting firm who also served as assistant treasurer at Ramada Inc. and as treasurer of its successor casino operating company, Aztar.

Samaritan Healthcare & Hospice, Marlton, has named Liz Thomas chair. She is cofounder and CEO of Thomas/Boyd Communications. Michael Bozek, treasurer of Oki Data Americas Inc., is vice chair. James Wujcik, business banking executive at Sovereign Bank/Banco Santander, is treasurer. Roy T. Fazio, executive vice president and owner of the Protocall Group, is secretary.

The County Commissioners Association of Pennsylvania selected Philadelphia City Commissioner Stephanie Singer to be cochair of the Ad Hoc Committee on Elections. The organization lobbies the state legislature on behalf of the counties.

Philadelphia VIP, a nonprofit agency that promotes equal justice for the poor by providing civil legal services, has elected Matthew D. Lee as president of the board. He is a partner at Blank Rome L.L.P., a member of the firm's white-collar defense and investigations practice group, and a former U.S. Department of Justice trial attorney.

Friends of Rittenhouse Square elected the following board members: Reg Archambault, general manager of the Rittenhouse Hotel; Frederick Kyle, a health-care consultant; Irene Shabel, a human-resources consultant; Audrey Claire Taichman, proprietor of restaurants Audrey Claire, 20 Manning Grill, and Cook; and Charles Toll, president of 250 S. 18th St. Condo Association and former owner and CEO of Miller Medical & Respiratory Inc.

Delaware State University, Wilmington, has named Mark A. Turner to its board of trustees. He is president and chief executive officer of WSFS Financial Corp.

South Jersey AIDS Alliance, Atlantic City, has elected the following officers to its board: Lori Link, a partner and creative director at WiserLink Advertising and Public Relations in Galloway, is president; Joel Ballesteros, director of LGBT marketing at Resorts Casino Hotel, is vice president; Douglas J. Kelley, owner of a optometry practice in Galloway, is secretary; James T. Foley, senior vice president, chief financial officer and compliance officer of Shore Memorial Health System in Somers Point, is treasurer and immediate past president.

George Rapp has been elected president of the board of the Montgomery County Association for the Blind. Rapp is chief financial officer of World Currency USA, a start-up firm that provides electronic foreign-exchange software to community banks. He is former executive vice president and chief financial officer of Harleysville National Corp.

The Philadelphia Chapter of the American Marketing Association has appointed Bernie Clark to its board to lead the chapter's marketing-excellence certificate program. He is global marketing director for LabCorp Clinical Trials.

  Gregory R. Seitter, marketing manager of the Leukemia & Lymphoma Society of Eastern Pennsylvania, has been named a member of the board of trustees of the Children's Crisis Treatment Center and the Center For Emerging Visual Artists.

Thomas James 3d, corporate medical director, medical policy, for AmeriHealth Mercy Family of Cos., Philadelphia, has been reelected chair of the National Quality Forum's Health Plan Council, a nonprofit that reviews, endorses and recommends use of health-care performance measures.

          Steve Harvey, partner in the litigation department at Pepper Hamilton, has been appointed president of the board of the Homeless Advocacy Project, an organization that provides free legal services to homeless families and individuals in Philadelphia. Harvey is a partner in the firm's litigation department.

         Greater Philadelphia Association of Realtors named Allan Domb president. He is president of Allan Domb Real Estate in Center City. Other officers include: L. Anthony Brown, of Nextage Diamond Real Estate, president-elect; Mike McCann, of Prudential Fox & Roach, vice president; Joe Rey, of RE/MAX Milennium, secretary; Mike Galdi, of Century 21 Advantage Gold, treasurer; and Barbara Capozzi, of Capozzi Real Estate, immediate past president.
