Molly J. Skilton has been hired as a vice president with the community development lending team of Citizens Bank, Philadelphia. Skilton had been a vice president and commercial real estate lender for Bancorp Bank in Philadelphia.
The Federal Reserve Bank of Philadelphia has promoted Michael T. Doyle to vice president in Treasury payments and Jill Hettinger to budget officer in the enterprise risk management department. Doyle directed the development of the Post Payment System, a large, multiyear application development effort for the Treasury. Hettinger has been senior budget manager.
TD Bank has hired Rick Carrion as assistant vice president, store manager, at a branch in Newtown. He had been a branch manager at PNC Bank in Newtown.
Rebecca Powers has been named director of corporate and foundation relations at University of the Sciences, Philadelphia. Powers had served as director of corporate, foundation and government relations at Immaculata University since 2009.
The Village (formerly Presbyterian Children's Village), a Rosemont provider of trauma-informed care and child services, has hired Jack Cavanaugh as chief financial officer and Kristen Garcia as director of human resources. Cavanaugh had been chief operating officer at Carson Valley Children's Aid in Flourtown. Garcia had been human-resources director of Brad's Raw Foods in Pipersville.
Diversified Search, a Philadelphia executive-search firm, has promoted Mary D'Ignazio to managing director specializing in health-care and not-for profit organizations. D'Ignazio has been with Diversified since 2007.
Valley Green Bank, a Philadelphia division of Univest Bank & Trust Co., has named Matthew W. Rosato senior vice president of commercial lending and market manager. Rosato had been vice president at M&T Bank, managing a group of commercial lenders in the Philadelphia region. Trevor McAndrew has been hired as vice president of commercial lending. He had been a relationship manager for M&T Bank's professional and business lending segment.
Pardeep Gupta, professor of pharmaceutics at University of the Sciences, Philadelphia, has been named to the Burroughs Wellcome Fund Endowed Chair in Pharmaceutics. The Burroughs Wellcome Fund Chair was established in 1995 in honor of Silas M. Burroughs and Sir Henry S. Wellcome, two graduates of the Philadelphia College of Pharmacy at USciences.
Douglas A. Jacobsen has been named vice president and a relationship manager in the private-banking group at National Penn Bancshares Inc., Allentown. He will be responsible for the Southern Region, consisting of Philadelphia, Chester and Delaware Counties, and parts of Montgomery County. Jacobsen had been a market manager for Susquehanna Bank. Michael Fillmore has been hired as vice president and 401(k) sales officer for National Penn Investors Trust Co. He most recently served as director of 401(k) distribution for Clark Capital Management Group.
Liberty SBF, a full-service commercial real estate finance company in Philadelphia, has hired James De Simone, a veteran commercial real estate professional, as a senior originator. Simone served as founder and CEO of S2 Commercial Capital and also partner and chief operating officer of Equity One, Braintree, Mass.
Operation Homefront, San Antonio, a national nonprofit that provides emergency financial assistance to service members and their families, has promoted Pete Stinson to regional field director for Region Three, encompassing Pennsylvania, Delaware, New Jersey, Connecticut, Maine, Massachusetts, and New Hampshire. Stinson joined Operation Homefront in 2010 as the president of the Pennsylvania, Delaware, New Jersey chapter.

Eric Roberts has been named president of Kappa Printing Management Associates L.L.C., a newly formed company in Fort Washington. Managed companies include Kappa Graphics in Pittston, Pa., and Craftline Printing in Fort Wayne, Ind. These companies print and manufacture products such as puzzle magazines and books, coloring and activity books, specialty magazines, giant sticker books, large-format maps and atlases, and other juvenile and educational print products. Roberts had been vice president, sales and marketing, for New York-based Stellar Inc.
JLT Re, a Philadelphia reinsurance broking and capital solutions firm, has appointed Alun Hansen senior vice president in North America. He had been senior vice president in the treaty-broking business of Guy Carpenter & Co.
