Philly has a smog problem. Will Scott Pruitt's EPA say so?

The EPA has refused to say whether Philadelphia, and some other cities, have met a 2015 benchmark of 70 parts per billion or less of ground-level ozone in the ambient atmosphere. Many environmentalists think its unlikely that the Philadelphia metro area, which includes its surrounding counties, have hit that mark. It failed to meet lower benchmark a few years ago.
