Killers get break from guv
Gov. Rendell plans to commute the life sentences of three convicted killers who have served decades behind bars, his office said yesterday. Rendell spokesman Gary Tuma said that the governor will sign clemency orders for inmates Keith O. Smith, William Fultz and Tyrone Werts, convicted in the 1970s.
Smith, 55, a Chester State Prison inmate, was convicted of second-degree murder in the shooting death of a store clerk. Fultz, 58, a Graterford inmate, was convicted of killing a teenager in 1974. Wertz, 60, also at Graterford, described his crime in a 2004 application for clemency as a robbery conspiracy that ended in a killing as he sat in the getaway car.
