New bike racks on the way

Some 1,400 new bicycle racks are to be installed all over Philadelphia starting this month.

Mayor Nutter's office says that the racks won't just make it more convenient to ride in the city, but they'll also help pedestrians by clearing the sidewalks of improperly locked bicycles.

In addition to the bike racks, Nutter says that the city will work with the William Penn Foundation to explore a bike-sharing program.

Poe getting new digs

Edgar Allan Poe wrote some of his most important works in Philadelphia and, in time for the bicentennial of his birth, the house he lived in at 7th and Spring Garden streets is getting a new look.

The current exhibits in what is now a museum are 30 years old - and interpretive-program specialist Mary Jenkins says it's time for a change.

She said visitors will see Poe's influence on world literature and on popular culture in the revamped house.

Poe penned such classics as "The Telltale Heart" and "The Black Cat" while living there.

State Human Services Commissioner Jennifer Velez announced Friday that Boyer will take over Ancora in late October. One of his first tasks will be to cooperate with a U.S. Justice Department investigation into whether the civil rights of patients were violated at the hospital.

Aquatic life threatened

A state Environmental Protection Department report has found that of 846 bodies of water tested, only 27 percent met standards for healthy aquatic life.

Test results covered the years 2002 to 2006. They found aquatic life was hurt by increased amounts of phosphorus and acidity levels that weren't balanced.

Urban and agricultural runoff produced many of the pollutants. Industry and wastewater plants also caused problems. *
