Some federal officials concerned about turning immigrant gardener into a felon

The Trump Administration encouraged prosecutors to seek felony charges against those who reenter the U.S. after being deported. In the case of this Bucks County gardener, government employees felt halfhearted about turning an immigrant into a criminal.
