Detectives identify South Carlisle homicide victim
Philadelphia homicide detectives yesterday identified Vinh Lac, 55, as the man shot dead around 5:35 p.m. Friday outside his home in the 1300 block of South Carlisle Street. Lac was talking with his sister, who was sitting in her car with her two children, ages 8 and 13, when he was hit in the back of the head on the narrow one-way street just west of Broad Street, police said.

There was a getaway car, police said, but they were uncertain where the shooter had been and how many shots were fired.
