Kensington man held in fatal fire

A man injured in a Kensington fire that killed another man was charged yesterday with setting the fire, police said. Jose Lorie, 53, was charged with murder and arson and was still being treated for burns and smoke inhalation at Temple University Medical Center, according to the Homicide Division.

Police said Radames Arteaga, 71, died early Saturday morning in the fire at the rooming house at 2913 N. Rosehill St. that drove eight other residents out of their homes. Lorie also lived at that address.

Other details about the fire were unavailable yesterday.

Also yesterday, David Banks, 24, of the 2600 block of North Ninth Street, was arrested and charged with the murder of Brian Harvin, 27, of North Philadelphia.

Harvin was found at 2:13 a.m. yesterday with multiple gunshot wounds outside a bar at 2702 N. Eighth St. Harvin confronted Banks about an alleged altercation with Harvin's girlfriend earlier in the day, police said.

Police also identified Nalin Tilghman, 29, of the 5800 block of Cedarhurst Street, as the victim in a fatal shooting early Saturday.

Tilghman was found shortly after 2 a.m. in the 200 block of Ramsey Street in West Philadelphia with a gunshot wound to the head and was pronounced dead at the scene.

The weekend's three homicides put the 2007 total at 305, compared with 285 on this date in 2006.
