Ethics commission cites Rep. Kirkland for payment to daughter

Under a consent agreement with the state Ethics Commission announced Thursday, Kirkland agreed to pay back $2,000 his daughter Tyra Starr got in 2009 for singing at a festival sponsored by the Across Colors Cultural Committee, a group run by another Kirkland family member.
The group received $85,000 under a now-defunct state grant program to operate the festival. The commission order noted other nonprofit groups operated by members of Kirkland family that also received state funding were not at the time considered "businesses" subject to the state ethics act.
Kirkland could not be reached for comment late Thursday.
