Phil Sheridan: Eagles' next step is the important one

The NFL's franchise tag, which somehow survived in the lockout-forged collective bargaining agreement, can be used in different ways. It can be a minor bit of necessary paperwork on the way to a fair and honorable deal, or it can be a major weapon deployed by a team to impose its will on a player.
