Originally called Westmoreland Homesteads, the cooperative community was established in western Pennsylvania in 1934 for "dislocated industrial workers" during the Great Depression. President Franklin D. Roosevelt’s New Deal provided 254 families with homes they helped construct. It was renamed Norvelt in 1937 in honor of former First Lady Eleanor Roosevelt.
