Agency founded because of 9/11 shifts to face threat of domestic terrorism

The Jan. 6 Capitol attack has left many lawmakers, and especially Democrats, insisting that domestic terrorism has eclipsed the threat from foreign actors such as the Islamic State and al-Qaida.
